Cactuar can acquired as soon as you have access to the Ragnarok on disk 3. Fly to Cactuar island near the Kashkabald Desert (central continent). You will notice a green thing popping up and down around the island, land then touch it to initiate a battle with “Jumbo Cactuar”. He’s not to difficult. Junction water to your elemental attack and use the GF Leviathan as he is weak against water. You can draw meltdown from him to make your physical attacks more effective.
Kashkabald Desert is a great place to learn GF abilities btw, each normal cactuar you fight here will drop 20 AP! Just kill them quick as they run.
